December traffic deaths in the city last year were cut to the lowest figure ever recorded for that month - three. That official figure is released this week by two women safety leaders here in the city - Mrs. Joseph Meyer, assistant director of the Women's Activities Division of the Metropolitan New Orleans Safety Council, and Mrs. Charles R. Capdepon, director of the School Division.
