Walter C. Buchanan, acting secretary of the ministry of communication and public works, heads one of the busiest government agencies in Mexico. In the nation's recent peaceful years, thousands of miles of national highways and rural roads have been built at the cost of many millions of dollars, all under the direction of this ministry. The ministry also has jurisdiction over the nation's railway system, air lanes and government construction projects.
