Major General H.K. Mooney Orleans' Air Force General Mooney is retiring. Major General H.K. Mooney, a native of New Orleans, commander of Lackland Military Training Center, Lackland, Texas, will retire July 31 from active duty in the U.S. Air Force. There will be a parade and review to honor General Mooney on his 35 years as aviator and commander.
