General William Westmoreland told veterans in Jackson, Mississippi that even though the country may eventually turn to an all-volunteer armed force "a continuing program is needed to register and classify young men as they reach the appropriate age." The Army Chief of Staff and former commander of American forces in Vietnam cautioned, however, that any move toward a volunteer force "will take time...and should be done deliberately" because it would lead to decreases in both active and reserve components.
