1988 Press Photo Traffic snarls up on St. Claude Industrial Canal crossing

Traffic -- Commuters wait in long traffic lines to cross the St. Claude Industrial Canal crossing the morning. The traffic was heaviest from east to west (into the city), but circulation was also backed up west to east because of the normal bridge openings to let by navigational traffic.
