Georg August Zinn, president of the Bundersrat (Upper House), will have a major, and perhaps at times a decisive, voice in the legislation of the Federal Republic of Germany during the next eight months. While the Upper House of Parliament is less publicized than the Lower (Bundestag), it is the direct voice of the nine German states and can, on occasion, veto legislation.
