Canada's trade minister bluntly told a New Orleans audience today his country is not responsible for U. S. balance of payments problems and that the capital export tax before Congress is a threat to relationships between the two countries. Mitchell Sharp, addressing the Farm Equipment Institute, warned that Canada's own payments imbalance may force action by Canada to insure that U.S. subsidiaries operating there are bot hampered by Washington.
