Thomas A. Russell, Representative-elect, First Ward, Orleans Parish. Mr. Russel has been a lifetime resident of the First Ward and is 33 years old. He received his early education in St. Michael's parochial school, from which he went to Jesuit High School and Loyola University. At the latter institution he specialized in labor relations courses and later followed similar studies at Tulane. Since 1942 he has been a staff member of the CIO. He served as CIO representative on the Eighth Regional War Labor Board from Feb. 1943, until March, 1944, when he entered the Navy.
