New Orleans International Airport was little more than an obstacle course for the handicapped, Perry Tillman III told officials two years ago. There were no curb cuts, and bathrooms and telephones were hard to use. Worst of all, there was no convenient way for handicapped people to make the 12-mile trip from downtown New Orleans to the airport. Today, there are improvements at the airport. Two vans have been modified and are special transportation for the handicapped.
