Garbage workers ended their two-day strike Tuesday night, unanimously ratifying an agreement reached earlier in the day by Mayor Victor H. Schiro and Charles D. Winters, president of Teamsters Local No. 270. Workers were phased back into the regular job rotation starting at midnight Tuesday and cleanup operations were to begin on Canal Street and in the French Quarter, according to Winters.
