Newest addition to the New Orleans skyline - the 14-story $3 million Saratoga Building - will be dedicated formally at 4 p.m. today in ceremonies in front of the building at Loyola Ave. and Tulane. Top city officials, headed by Mayor Morrison and many civic and business leaders, will attend. Mayor Morrison will cut the ribbon officially opening this modernistic air-conditioned office building, across from the new Civic Center.
