If you're planning an outing to the new St. Bernard State Park this summer, forget it. Once it's opened, the 384-acre park, fronting on LA 39 not far from the Plaquemines-St. Bernard line at Caernarvon, will be the only park on this side of Lake Pontchartrain with overnight camping facilities--something summer vacationers would flock to. But the park, which had been scheduled to open in May, and then again last month, won't be ready for business until September. A wooden bridge crosses stream in St. Bernard park.
