New Orleans - Signing a 99 year lease on 700 acres of land for a refinery in Plaquemines Parish Sunday are, seated, Louis J. Roussel, president of Louisiana Citrus Lands Company, and D.R. Hoyer, project manager for the new refinery. Standing are (left to right) John Bailey, Gulf Oil Company attorney of New Orleans and Heidel Brown of Baton Rouge, who handled the deal.
