The time has rolled around again for the Port of New Orleans to lease out the Public Bulk Terminal, a $25 million facility faced with declining volumes of cargo and failure to earn a profit for its operators. Problems of the Public Bulk Terminal, which handles non-grain bulk cargoes such as coal, sugar and barites, stem largely from the fact that it was built on a canal called the Mississippi River-Gulf Outlet, or MRGO, in eastern New Orleans.
