One helipad, no copters. If the Orleans Levee Board ever had a time when it could use the "emergency" helicopter landing pad it built in front of Jackson Square last year, it would be now, as the Mississippi threatens to flood, But the helipad sits there unused, as an appeals court considers whether it will have to be torn down.
