Oscar Madrano - According to Costa Rican leader Neville Orrett, "there are no community issues in respect to the entire Latin community pulling for something." Finally, most Latin leaders seem to share the view of Oscar Madrano: "Because a person is Spanish, that doesn't mean we have to create a service just for him. If government services are available to the total population, they would be available to the Latin Americans. But I am against the duplication of services just for the Latin American."
