Children climb about abandoned uptown house. Resident's to "turn rats loose in City Hall" if house isn't fixed. A group of angered Uptown residents said Monday they will "turn the rats loose in City Hall" if the city doesn't take action on an abandoned, rat-infested house. Members of the Coalition for Action said the house, located at 721-23 Felicity St. had rats running through it, and the city hasn't made an attempt to remedy the situation.
