Dr. Homer L. Hitt, chancellor of Louisiana State University in New Orleans, predicted here today that education by closed circuit television and other mechanical devices will be a necessity by 1970. "We need quality in our classrooms and we need it for the masses," Dr. Hitt told more than 2,000 Jefferson Parish teachers packed into Municipal Auditorium for a preschool workshop.
