1968 Press Photo Garbage problems due to St. Louis incinerator not operational

More than a year after the rebuilt St. Louis st. incinerator was supposed to go into operation, it is as cold and silent as a tomb. Meanwhile, the city's garbage and trash disposal problems are literally piling up by the ton and nobody knows when the plant will become operational.
