F.e. Ted Hawley and Richard Reed during the Highway Hearing. The Louisiana Highway Department today joined the City Planning Commission in asking the City Council to approve a ground-level Riverfront Expressway. George F. Stevenson, urban engineer for the Highway Department, told the council a ground-level expressway would satisfy virtually all parties involved in the 2 1/2 year dispute over the roadway.
