Richard J. Garvey, in announcing his candidacy Thursday for judge of Division "B", First City Court of New Orleans, pledged speedy and courteous service for all litigants in his court if elected. He promised a court conducted with dignity and justice. "Unfortunately, our city court has become a part time court. The salary now paid is sufficiently high to allow a judge to devote more time to his position. I promise to devote more time in the courtroom," Garvey said.
