Mayor Moon Landrieu of New Orleans is welcomed to the United States Conference of Mayors which opened in San Diego Saturday by Mayor Ray D. Martin, Jr., the group's President. Sessions will last through Wednesday. Landrieu is in line to become president in 1976.
