Jesse Epps, an organizer for the State, County and Municipal Employees Union, stands atop a garbage bin at the city sanitation yard today to urge Tampa garbagemen to reject a proposed October 1 pay boost and organize a union. The workers, some 150 strong, walked off the job minutes later.
