Phan Huy Duc, right, vice president of South Vietnam's House of Representatives, gestures Tuesday during news conference in Paris at which he emphasized the importance of Cambodia to the defense of the Saigon regime. Asked when South Vietnam would withdraw its troops from Cambodia, Duc said: "Why speak of that as long as the ware continues? Why speak of surrender as long as the war goes on?"
