Guilford Dudley Jr., president of the Life and Casualty Insurance Company, said in new Orleans that the Kennedy administration should reduce expenditures rather than reform taxes. But, he added, the President's proposed tax cut may indeed spur the economy if the administration doesn't "give it out" with one hand and take it back with another."
