Norway regards the Marshall Plan as a self-help aid, Norway's first career diplomat to set up offices here said yesterday. He is Consul-General George F. C. Collins, a veteran of 30 years of Norwegian government service. Formerly Norwegian representatives here have been residents of the city serving on an honorary basis.
