Presentation of retirement gifts during ceremonies conducted at the New Orleans Engineer District was made by William C. Cobb, third from left, Chief of the District's Operations Division, to Frank L. Stouder, John W. Chisholm, and John M. Busby. Also retiring but unable to attend the ceremonies were William Barth, Leonce J. Malus, and Leo P. Hymel.
