Representative Emanuel Celler, Democrat-New York, makes a personal report to President Johnson tonight on the House approval tonight of a civil rights bill. The roll call vote was 290-130. Celler as chairman of the House Judiciary Committee was one of the principal supporters of the measure, a copy of which he holds in his hand. With Celler are: William Foley, general counsel of the committee and Ben Zelenko, right, Foley's assistant.
