Dinwiddie and Charles J. Tessier, right, who were honored at a dinner last night. Edward D. Rapier and Maurice M. Bayon have tendered their resignations as members of the city aviation board. Rapier, who was board chairman, and Bayon, who was vice chairman, when asked Monday, both confirmed that they had written Mayor deLesseps S. Morrison tendering their resignations.
