1943 Press Photo James R Owens Pays Brother $6 to Report in His Place at Army

James R Owens, 20 year old Beaver, Ohio youth is in the Columbus, Ohio jail because he didn't want to join the Army. It was discovered he had paid his 14 year old brother, Ellis, $6 for reporting in his place. Ellis, after reporting to the Sheriff of the fraud, said he would like to stay in the Army if they would let him.
