Left to right, starting with the second man to the left of the President are Congressman W.D. Mallard of New York; William Doak, Secretary of Labor; Edward Corsi, Commission of Immigration of the Port of New York; President Hoover and Congressman Peter A. Cavigghia of New Jersey.
