Classroom instruction for the first group of 9432 enumerators who will start taking the 1940 population census in and around New York on April 2nd began March 21st in the Federal Building in New York City. Each student had received home study material before attending the two all day sessions. Here is Frank Carson of Harlem with a far away look in his eyes as he puzzles over a question on the form laying in his desk. Photo measures 7 x 9 inches. Photo is dated 03-21-1940.
