MR J BORDEN HARRIMAN US MINISTER TO NORWAY CONGRATULATES CAPT E TORNING LEFT) SKIPPER OF THE SHOP AND MAJ FRANK BURNS ARMY COMMANDER OF THE VESSEL UPON ARRIVING HERE AUGUST 28 ON THE ARMY TRANSPORT AMERICAN LEGION THE FIRST US SHIP TO RUN THE GAUNTLET OF MINES AND SUBMARINES IN EUROPEAN WATERS SINCE GERMANY DECLARED HER "TOTAL BLOCKADE" AGAINST GREAT BRITAIN. NEARLY 900 REFUGEES WERE ABOARD THIS SHIP WHICH SAILED FROM PETSAMO, FINLAND, THIRTEEN DAYS AGO. Photo measures 8 x 6 inches. Photo is dated 08-28-1940.
