The first women who gathered at the offices of the Welfare Council, 289 Fourth Avenue, to register for the experimental girls' camp announced by Mrs Franklin D Roosevelt and Miss Frances Perkins, Secretary of Labor were a saddened shabbily dressed group. Three of the girls registering to the camp located at Bear Mountain. Photo measures 9 x 7 inches. Photo is dated 06-02-1933.
