James P. McAllister (facing camera), Chairman of The Wage Negotiation Committee for Tugboat owners, talks to reporters outside the Tugboat Exchange, 17 Battery Place, after a brief meeting of Tugboat operators to discuss the situation which has resulted in the closing down of practically all business in New York City, by order of the Mayor. Last night Tugboat personnel agreed to arbitration of the case, and agreed to return to work, but owners of the Tug companies still refused to place the strike in an arbitrator's hands. Photo measures 9 x 7.25 inches. Photo is dated 02-12-1946.
