Stranded by the sudden United States ban on racing, Handler receives financial aid from Al Fiske. Member of the California Racing Board. An old timer at the track, Nixon was thrown out of work when the order came through and is unable to get work at a defense plant because of his advanced age. Note the packing cases in background. The board office is moving back to Los Angeles.
