Malcolm Rhoads (right), of Newport, Kentucky, City Manager, is served four warrants by Campbell County Deputy Sheriff Oscar Howe (left). Warrants were signed by Newport Police Sergent Jack Thiem who said Rhoads prevents him from raiding a handbook location.
