In Philadelphia, Pennsylvania, the short-lived strike of long distance telephone operators ended when the company agreed to withhold a promotion for investigation. The 20-hour walkout was settled with the help of a U.S. conciliator. At a negotiations meeting are, left to right, Robert Creary, Chief Negotiator; Lauretta Emma, traffic negotiator, Vera Butler, Chairman of the Employee Local Traffic Branch #203, and Albert Douglas, also a negotiator.

Photo measures 8 x 6 inches.

Photo is dated 02-20-1946.
