Harried income tax collectors have a new burden to bear as thousands of the "protest" stamps printed in red ink begin to show up on income tax return forms. They are issued by the Citizens' Public Expenditure Survey, an Albany, NY, private tax-payers' organization. Anne DeGoyler of Albany, has mailed out more than 10,000 stamps to date.
