Shafer being pulled away from the microphone after his time limit of 5 minutes expired and he had tried to finish his prepared speech at the opening session of the conference of "small business men" in the Department of Commerce Auditorium. At the left is Fred Roth who was elected permanent chairman of the conference after a noisy discussion.
