The Budget Leakage Tribunal, formed to investigate an alleged leakage of Budget information which caused certain insurances to be made against alterations in income tax and tea dury held its first sitting in No. 1 Court of the King's Bench Division, London, England, recently. Shown is Leslie Montague Thomas, who testified that he effected a number of insurances at Lloyd's against a rise in the income tax on behalf of Alfred Bates, an old friend of his father.
