The European Common Market has many of the institutions of a federal government, but the United States of Europe is still a long way off. The European Commission, the Common Market's executive, has a big new glass and steel headquarters in Brussels, shown here. The Commission, with a big civil service under it, is appointed by the six member governments, but has only limited powers.
