Senior French Communist Party leader Jacques Duclos cats ballot at suburban Montreuil polling station here early 4/23 during voting on Common Market enlargement referendum which could boost or damage European unity. At issue is whether the European Economic Community (Common Market) should be enlarged to include Britain, Norway, Denmark and Ireland. Six current EEC members have already voted for entry of four nations.
