Washington DC: Gen. Nathan F. Twining, Chairman of Joint Chiefs of Staff, as he appeared before the House Armed Services Committee 4/28 to plead for enactment of Pres. Eisenhower's defense reorganization plan. Twining said it would help fight "duplication, waste and inefficiency" in the Pentagon.
