Handing over command---Major General John A. Dunlap (left) turned over command of the emergency operations headquarters of the Wisconsin army national guard Sunday to Brigadier General Gaylord E. Shepard at ceremonies at the richard Street armory. Dunlap, 60, retired after 37 years in the military. He was the last commanding officer of the 32nd Wisconsin national guard division. He enlisted in the Red Arrow division as a private in 1931. Shepard, of 4458 North Cramer Street, Shorewood, has been deputy commanding general of the headquarters since it was activated in 1967. Dunlap, who lives at 1204 East Dean Road, Fox Point, will remain in his civilian job as chief attorney for the veterans administration (Wisconsin) (National Guard)
