Some creep, no crawl. Traffic on the East-West Freeway moved slowly Tuesday morning, but congestion was not as bad as expected, the Milwaukee County Sheriff's Department reported. Traffic was reduced from three lanes to two in each direction and some ramps were closed as workers began rebuilding the concrete deck on the freeway bridge over N. 32nd St. An official of the State Department of Transportation said traffic problems might worsen as additional ramps are closed to reduce traffic at the construction site.
