Engineers working on the project are optimistic. If the tests show the sludge can be used, the city could save a substantial amount of money in future landfill budgets. Results should be known within a year. The greenish gray sludge, a byproduct of the Brown Co. paper mill, is composed of equal amounts of clay and paper fiber, said Dean Schultz, a municipal and sanitary engineer working on the project. For cities like Eau Claire, which have few clay deposits within 15 miles, Schultz said using sludge could mean significant savings.
