CNW promotes aide here to Chicago job. D. G. Payne general freight and passenger agent of the North Western road here has been promoted to assistant traffic manager at the road's headquarters in Chicago. He has been succeeded in Milwaukee by Robert R. Tate, a 22 year veteran of the road's traffic department. For the last two years Tate, 44, has been division freight and passenger agent at Racine.
