Galveston, Texas: Department of Energy lawyers disagreed among themselves January 8 as to whether Herman Russell (left) can legally sell gasoline for 5.9 cents a gallon while requiring customers to pay in pre-1964 United States silver quarters. Russell takes payment from Mrs. Nancy Wolk after a transaction. With the price of silver at $36 an ounce January 8, a 1964 quarter was worth $7 when melted down.
