World headquarters for the Haircuts Co. is tucked away in a converted bedroom in an apartment high in the Cudahy Tower here. "I've got an 'in' box, an 'out' box and a checkbook," quipped Ken Smith, the former Californian who founded the growing chain of discount barber shops here in 1982.
